Beginning August 1, 2023, Minnesota legalized the use of cannabis for adults ages 21 and up. The City of Oakdale has passed additional ordinances, as permitted by Minnesota Statutes, related to smoking cannabis in public and regulation of cannabis businesses in Oakdale.

Cannabis Businesses
Retail of cannabis in the City of Oakdale is regulated by Minnesota Statute Chapter 342 and Oakdale City Code Chapter 9, Article 18 - Cannabis and Hemp Business Regulations. Per this ordinance and the procedures laid out by the Minnesota Office of Cannabis Management (OCM), the following is true:

  • The number of retail registrations available in Oakdale is capped at three on a first-come, first-served basis. The cap does not include medical cannabis combination businesses or lower-potency hemp edibles retailers.
  • Prior to licensure from the OCM, interested applicants should make initial contact with the City to ensure compliance with zoning, building and fire codes. After receiving confirmation from the City, pre-approved applicants must submit their business location to the OCM for final licensure and ability to register with the City.
  • Retail registration with the City is required prior to sales. In order to begin retail sales, an applicant MUST have a license OR preliminary approval from OCM, complete the cannabis retail registration application, and receive approval from the City. Upon receipt of a registration application, City staff will review the application to confirm compliance with City ordinances and ensure the business is current on all property taxes and assessments, if applicable.

Lower-Potency Hemp Edible Retailers
The OCM is will open licensing applications for lower-potency hemp edible retailers on October 1 though October 31. Any businesses desiring to apply for an LPHE-R license must register with OCM by August 31. Oakdale businesses with a current THC license may continue existing sales if registered with OCM. Any new businesses may not begin LPHE sales until obtaining a license AND registering with the City of Oakdale.
