The City of Oakdale provides updates on the annual street overlay projects. For more information on this year's projects, visit the City of Oakdale Engineering Projects webpage.

The City has an annual program that includes pavement projects on collector roadways. Mike LaDoux will be the Project Representative for the overlay project in your neighborhood. This work is planned to begin in late July and should take about a month to complete. During the work, we will prepare project updates to keep you informed of the planned construction activities.

Receive Project Updates

This initial project update letter was sent via US mail to all residents near the project area. Future updates will only be sent to those who subscribe for updates via text or email. The General Contractor

The General Contractor for this project is Bituminous Roadways Inc., from Mendota Heights, Minnesota. The Contractor is scheduled to begin work in late July, and finish work by the end of August 2023.  

Project Areas

The project is broken up into different areas for coordination and scheduling. The current areas are as follows:

• Area 1: 15th Street N from Helmo Avenue N to the east City limits
• Area 2: Helmo Avenue N from Hydram Avenue N to Stillwater Boulevard

General Work Schedule

During the first two to three weeks, the contractor plans the following work:
- Install temporary construction signing and erosion control devices.
- Modify the traffic signal at 15th Street and Helmo Avenue to meet current standards.
- Remove and replace the existing bike trail pavement.
- Remove and replace isolated sections of damaged concrete curb and gutter.
- Repair some storm sewer catch basins and water valve boxes.
- Restore disturbed boulevard areas.

During the last week, the contractor plans the following work:
- Mill of the top layer of asphalt pavement.
- Repave the top layer of asphalt pavement.
- Repaint the roadway striping about three days after paving.

Curb Removal and Replacement

Curb that is sunken, severely cracked, or has large pieces of concrete missing will be replaced. Curb that is cracked, but still functional, will not be replaced. New curb cannot be driven over for approximately five days, which allows it to gain strength while the concrete cures. If curb must be replaced at your driveway, the Contractor will contact you to help make temporary parking arrangements. Please contact Mike LaDoux if there are any issues regarding access to your driveway and we will attempt to make necessary accommodations. 

Irrigation Systems, Invisible Fencing and Landscaping

The curb replacement process will require excavation into the boulevard by approximately one to three feet. At a minimum, any private features (irrigation lines and heads, underground dog fences, landscaping, etc.) you may have near any curb that is marked for removal should be clearly marked with flags so the Contractor is aware of their presence. If the Contractor knows the location of these facilities, they may be able to minimize or avoid damage. All repairs will be performed by the City’s Contractor. The City will not reimburse property owners for any damage repaired by a private contractor. 

Street Mill and Overlay

The contractor will mill off the top layer of existing asphalt pavement. This will leave a temporary rough asphalt surface that can be driven on. This will then be repaved with new asphalt. During this time the streets will be open to traffic but will be restricted to one lane with flaggers during the work process. 

Road Closures to Through Traffic

There will likely be temporary partial road lane closures while some of the curb, catch basin and valve box work is done. When the pavement is milled off and when it is repaved, the street will be open but traffic will be restricted to one lane with flaggers.

Final Reminders

These general maintenance type projects are financed through the use of Minnesota State gas tax funds that the City receives for maintenance of collector roadways, therefore this project will not result in special assessments to your property.
