40th Street and Other Projects

City of Oakdale Construction Projects:

  • 40th Street East of Interstate 694 The City’s contractor is completing paving this week. Other improvements such as lighting, striping and site restoration are anticipated to be complete by the end of June. While 40th Street N is still closed for public traffic, it is still scheduled to reopen prior to July 4.
  • Water Tower 2 Repainting (located on the south end of Eberle Park) – Construction activity is nearing completion expected at the end of June. T-Mobile will then mobilize on site to reinstall their cellular equipment onto the water tower. The temporary cellular tower located on the northwest side of the park will be removed. Site restoration and replanting will occur following T-Mobile’s efforts with completion planned for the end of September.
  • Lift Station 6 Replacement/Relocation (located at the intersection of Stillwater Boulevard and Ideal Avenue) – The contractor continues work on this project with completion expected at the end of July.

Other Agency Projects:

  • METRO Gold Line BRT Project from TH 120 to Helmo Avenue along Hudson Blvd, 4th Street, and Helmo Avenue – The Metropolitan Council is building a Bus Rapid Transit way. Private utility work on 4th Street N continues, and Helmo Avenue N is closed south of 4th Street N. The intersection is also closed at Helmo Avenue N and Hudson Boulevard. Intermittent road and lane closures are expected until mid-September for construction of the bridge over Interstate 694. City of Oakdale Construction Projects:

  • 40th Street East of I-694 The private utilities are working through the winter relocating their facilities. The City’s contractor will be remobilizing on site after spring load limits are lifted (usually mid- to late-April). It is anticipated the road will remain closed until the improvements are completed in June with the roadway reopening prior to July 4.
  • Water Tower 2 Repainting (located on the south end of Eberle Park) – Construction activity will start in mid-March with T-Mobile removing their cellular equipment from the water tower. They will be placing a temporary cellular tower northwest of the water tower. The painting contractor is expected to start in mid-April with completion in mid-June.
  • Lift Station 6 Replacement/Relocation (located at the intersection of Stillwater Boulevard & Ideal Avenue) – The contractor will be remobilizing on the site this spring and completing the project by July.

Other Agency Projects:

  • METRO Gold Line BRT Project from TH 120 to Helmo Avenue along Hudson Blvd, 4th Street, and Helmo Avenue – The Metropolitan Council is building a Bus Rapid Transit way. The contractor for the project is Ames Construction. The roadwork in Oakdale will progress from east to west with the Helmo-4th  Street improvements from the new bridge to Hadley Avenue being completed in 2023. It is anticipated that 4th Street between Helmo Avenue and Hadley Avenue will be closed from mid-April to mid-September for construction of the bridge over Interstate 694. Hadley south of 4th Street and Hudson Boulevard from Hadley to TH 120 will be completed in 2024. See METRO Gold Line BRT project

City of Oakdale Construction Projects:

  • 40th Street East of I-694 – The City’s contractor started placing curb and gutter last week. The relocation of private utilities should be completed this week on the west end of the project. It is anticipated the roadway work will continue until the end of November. If the weather cooperates for the next three weeks,  there is a chance the road may be opened before winter. If the weather becomes more seasonal, the closure may have to carry over until next spring. 
  • Water Tower 2 Repainting (located on the south end of Eberle Park) – The City Council rejected the bids as they came in higher than estimated and budgeted. The project will be rebid this winter for the work to be done next spring.
  • Lift Station 6 Replacement/Relocation (located at the intersection of Stillwater Boulevard & Ideal Avenue) – This project will replace the old pumps and controls and relocate the lift station approximately 100 feet further south as its currently located too close to the roadway within the bikeway/pedway that runs along the south side of Stillwater Boulevard. The contractor has installed the wet-well and valve pipe structures and is now starting the plumbing work to connect these structures to the existing sanitary sewer system. It is anticipated most of the work will be completed by the end of the year with some final site restoration completed next spring.

  • County Hwy 13 (Ideal Avenue) Improvements North of County Hwy  14 (34th Street N) – County Hwy 13 (Ideal Avenue) is now open. Washington County completed road and trail improvements.  See County Highway 13 (Ideal Avenue) Phase 2 - 34th Street to 44th Street
  • County Hwy 14 (34th Street N) Signal and Trail Improvements Between Hadley Ave N & LA Fitness – Washington County is doing signal replacement at the I694 interchange and building an off-roadway bikeway/pedway. The trail has been paved; the signal replacement work continues. See County Highway 14 Signal Replacement and Trail
  • METRO Gold Line BRT Project from TH 120 to Helmo Avenue along Hudson Blvd, 4th Street, and Helmo Avenue – The Metropolitan Council is building a Bus Rapid Transit way.  The contractor for the project, Ames Construction, indicated they will be starting on the Beilenberg/Helmo bridge work this coming week, and is scheduled to be completed by the fall of 2023. Ames has started grading the surface water treatment basins west of Helmo Avenue and south of 4th Street. The roadwork in Oakdale will progress from east to west with the Helmo-4th  Street improvements from the new bridge to Hadley Avenue being completed in 2023, and Hadley south of 4th Street and Hudson Boulevard from Hadley to TH 120 being completed in 2024.  See METRO Gold Line BRT project

  • 40th Street East of I-694 – The storm and street improvements contract has been awarded and the contractor has ordered the materials. Work is scheduled to start on September 12th. The roadway improvements are scheduled to be completed by the end of October.
  • Water Tower 2 Repainting (located on the south end of Eberle Park) – The City Council rejected the bids as they came in higher than estimated and budgeted. The project will be rebid this winter for the work to be done next spring.
  • Lift Station 6 Replacement/Relocation (located at the intersection of Stillwater Boulevard & Ideal Avenue) – This project will replace the old pumps and controls and relocate the lift station approximately 100’ further south as it is currently located too close to the roadway within the bikeway/ped-way that runs along the south side of Stillwater Boulevard. The preconstruction meeting was held on August 18th where the contractor went over the preliminary construction schedule. They indicated the Beilenberg/Helmo bridge work will start this fall and is scheduled to be completed by the fall of 2023. The roadwork in Oakdale will progress from east to west with the Helmo/4th/Hadley improvements from the new bridge to Hudson Boulevard being completed in 2023, and Hudson Boulevard from Hadley to TH 120 being completed in 2024. City of Oakdale Construction Projects:

  • 40th Street East of I-694 – The contractor is nearing completion of the water and sanitary sewer improvements. The storm and street improvements contract has been awarded, and the contractor is ordering materials and getting prepared to start their phase of the work within the next few weeks. The roadway improvements are scheduled to be completed by the end of October. 
  • Water Tower 2 Repainting (located on the south end of Eberle Park) – The City was considering painting the tower this fall, however the bids came in higher than estimated and budgeted. Staff is preparing a recommendation for the City Council to reject the bids and to rebid it in the spring. 
  • Lift Station 6 Replacement/Relocation (located at the intersection of Stillwater Boulevard & Ideal Avenue) – This project will replace the old pumps and controls and relocate the lift station approximately 100’ further south as it is currently located too close to the roadway within the bikeway/ped-way that runs along the south side of Stillwater Boulevard. The contract has been awarded, however due to long lead times on the pumps/controls the contractor has not provided an actual construction schedule. Other Agency Construction Projects:

  • Monitoring wells in Meadows Park – The MPCA will be installing three monitoring wells in the park as part of their PFAS study. The wells will be drilled starting this week and possibly take four weeks to complete. The monitoring wells will be in place for several years.
