The City issues licenses to businesses wanting to operate a pawn shop or deal in precious metals or secondhand goods in Oakdale.

Current license holders must re-apply annually, two months prior to the expiration date of their license. 

Licensing Process

The licensing process for a Pawnbroker, Precious Metal Dealer, and Secondhand Goods license applicant may take up to eight weeks. A background investigation will be conducted by the Oakdale Police Department and a report provided to the City Council for their consideration. 

NOTE:  Beginning in 2023, there have been changes to the background investigation process for this license. Any applicant that has not been through and passed the background investigation process in the previous license term will be subject to the background investigation process for the current term which carries a $500 fee for in-state investigations and $1,500 for out-of-state investigations. These background investigations will be processed every other year per individual (meaning not based on the year, but when the individual passed the investigation last).  All new applicants (whether main applicant or supplemental applicant) will be subject to the background investigation process the first time they apply and every other year thereafter. 

License Term

Licenses for a Pawnbroker, Precious Metal Dealer, and Secondhand Goods are valid for a year from the date of issuance.
