Business Financing Programs

Oakdale offers a number of energy-related financing programs to local businesses, alone or in partnership with other local financing organizations. 

Building Rehabilitation Loan Program

Low-interest financing for commercial and industrial properties for qualifying structural, exterior, site and energy efficiency improvements. Loan maximum of $50,000, dependent on project size. View the Building Rehabilitation Loan Program policy and Application (PDF).

Minnesota Property Assessed Clean Energy (PACE)

The City offers MinnPACE loans to local businesses for qualifying energy efficiency or renewable energy projects in partnership with the Saint Paul Port Authority. Loan repayment is collected through a special assessment on the property, and is structured for an immediate cash savings. For more information or to apply, call MinnPACE at 651-223-8038. 

Trillion BTU

In partnership with the Saint Paul Port Authority, businesses can access Trillion BTU loans for qualifying energy improvements. Loans are structured to be cash flow positive, with up to 100% financing available.

Oakdale encourages and supports development that is high-quality and sustainable. Sustainable development conserves energy and natural resources in the community. 

Green Lease Addendum Template

Multi-tenant buildings may have difficulty investing in energy efficiency improvements due to the split incentive between building owner and tenants. Xcel Energy has a number of energy services and rebates available for commercial customers. Visit Xcel Energy 

Energy Smart

Energy Smart helps Minnesota businesses and organizations identify cost-effective ways to lower energy use and connect to valuable financial incentives, such as utility rebates, grants, and low-interest financing. Energy Smart services are available at no cost. Visit Energy Smart.

Energy Star

Energy Star offers a number of tools for business owners including Portfolio Manager, an interactive resource management tool that enables you to track and assess energy and water use across your entire portfolio of buildings in a secure online format. Visit Energy Star.
